Furthermore, the facility aligns with the Library Hub Project (DO 64, s. 2009), designed to provide a "warehouse library" that supports the Every Child A Reader Program (ECARP) by making high-quality supplementary learning resources accessible to even the most remote schools. These guidelines ensure that the library serves not just as a storage of books, but as a dynamic teaching-learning center that fosters 21st-century research skills and critical thinking.
